By computing attendance in each person’s local day rather than in head-office hours. First activity, last activity and coverage are all per-local-day, which is the difference between a fair report and one that marks an entire region as chronically late.
Only if you give them that. Roles scope to a node in the org tree, so a regional manager sees their region. That scoping is enforced on the server against the session rather than against the URL, and every access to a person’s data is written to a hash-chained log.
